Red-White-Red Card for self-employed key workers

The RWR Card for self-employed key workers: criteria, economic benefit test, application steps and common pitfalls.

1. Target group

The Red-White-Red Card for self-employed key workers is Austria's central residence title for non-EU/EEA entrepreneurs whose activity provides a macroeconomic benefit to Austria.

2. Requirements

At least one of the following conditions must be met:

  • sustainable capital investment of at least €100,000 transferred to Austria, or
  • creation of new jobs (at least 2 full-time equivalents) or securing existing jobs, or
  • transfer of new technology or patents, or
  • supra-regional economic relevance for the federal state.

3. What counts as macroeconomic benefit?

The public employment service (AMS) issues an expert opinion assessing jobs, innovation, export potential, regional effect, investment size and business plan quality. A solid business plan with cash-flow projection, market analysis and HR planning is effectively mandatory.

4. Required documents

  • Valid passport
  • Birth certificate (international or legalised translation)
  • Police clearance certificate
  • Health insurance
  • Proof of adequate accommodation
  • Detailed business plan
  • Proof of own funds / financing confirmation
  • Qualification certificates (legalised and translated)
  • Articles of association (if already incorporated)
  • A1 German skills (needed later for family reunification)

5. Application procedure

  1. Initial application from abroad at the Austrian embassy or consulate.
  2. Forwarding to the Austrian settlement and residence authority.
  3. AMS expert opinion on the economic benefit.
  4. Decision — RWR Card issued if opinion is positive.
  5. Entry & pickup via D visa, card handed out in Austria.

6. Validity and renewal

The RWR Card is initially valid for 24 months. For renewal (or the switch to the RWR Card plus) you must prove that the self-employed activity is actually carried out and that the promised economic benefit has materialised.

7. Fees

  • Residence authority filing fee: approx. €160
  • Federal card fee: approx. €20
  • Translations and apostilles: €200–800 depending on country
  • Share capital for GmbH / FlexKapG if applicable

8. Common mistakes

  • Thin business plan without figures or credible market research.
  • Financing only via "promised" loans without evidence.
  • Choosing a regulated trade without the required qualification.
  • Uncoordinated filings of trade registration, commercial register and residence permit.
